Data-Set of Local Election Results from East-Central Europe or the Former Soviet Union?

In the past I had success using the Monkey Cage to crowd-source a bibliography, so I thought I would try today to see if it would work for data as well. A graduate student in my department is looking for any source (or several) that may have looked at local-level executive and/or legislative elections in Eastern European countries (esp. Poland, Hungary, Czech Republic, Slovakia, the Baltic countries, Ukraine or Russia), such as those for city mayors, local and/or regional legislatures. The source(s) would ideally contain both the details on institutional arrangements, such as whether the local executives have term limits, the electoral rules for local legislatures, election results, election timing, turnout numbers, etc. Of course, any discussion of the general context of local politics in these countries would also be very useful.

So if you know of any relevant data, projects and/or related papers, please let us know in the comments section below. Doing this via blog (as opposed to a list-serve, which we are also trying) has the added advantage of leaving behind a public record of the recommendations that others can use in the future as well.
