The context is that UCSD political scientist Gerry Mackie sent a copy of his now famous article (pdf, non-gated) on the movement to end footbinding in China to a Senegalese activist who tried to end genital cutting. She recognized the parallels and based a successful movement on them. Both the Mackie article and the NYT piece are well worth your time.
